 Someone made a thread asking about leaving the US to live overseas, you can see if any of your questions/concerns are addressed there. I don't think they are saying they aren't poor, just that at first glance to another country they aren't since the country they are coming from would suggest they are not though they are disabled, which as the poster says 'logically it probably should'.
