http://votefinder.org/game/shine-iiii

One day, a simple man by the name of Iskra Miloslovsky brewed up a very special batch of moonshine - known simply as Shine - that changed the world forever. Much to his surprise, those who drank his creation gained extraordinary abilities - well beyond their wildest dreams! To most, Shine was just an urban legend, and Prohibition was just the Man trying to keep the common people from their alcohol. But anytime a new power rises, so too do those who would take it for themselves...

First, a silent war broke out in New York City focused on one certain backroom speakeasy where tradesmen congregated to enjoy a drink after a hard day's work, but in the end the common man won the day against both the New York City Mafia and the newly-founded FBI, and Shine survived to spread beyond the city.

Then, Shine came to Chicago in the midst of a brutal gang war as the Outfit struggled to retain control over the city while their former boss Al Capone languished in prison, but in the end the nefarious North Side Gang crushed the Outfit and took control of the Shine trade in Chicago.

Through each bloody conflict, Shine spread further across the nation - as did the secrets of its brewing. And now, with the end of Prohibition, Shine is easy to get for anyone who wants it - young or old, rich or poor. But crafty brewers keep on experimenting with Shine recipes, and new batches pop up every day with stranger and stranger effects. In the end, nobody could have foreseen the kind of chaos a humble Russian immigrant's creation would bring to the bustling city of New Orleans. What darkness lies behind the frail veneer of this bright and lively place, as Prohibition's last dying clutches fade away and New Orleans' residents embrace the unpredictable power of Shine?

Shine III: Spirits of New Orleans, is a flavorful closed-setup game of Mafia for 33(!) players.

General Rules:
  • Standard Mafia Rules are in effect for this game. Don't be a dick. Specific addendums follow:
    • Twilight posting after the hammer is acceptable, but the thread will be closed when the flip is posted.
    • Please play to your win condition!
    • No PM comparing shenanigans - format, capital letters, whatever.
    • Seriously, don't be a dick. I will nudge you via PM if I feel you're going beyond the pale.
  • In general, no replacements will be allowed beyond Day 1 - please don't sign up if you aren't going to put actual effort into this game. (I understand that Life Happens sometimes - in extreme cases please PM me and we'll take it from there.)
    • :siren: I politely request that unredeemable lurkers/no-content shitposters not sign up for this game, and reserve the right to turn you down if you do so!
  • Days will be ~48-60 hours (but will grow shorter as the game goes on) and Nights will be ~12-24 hours. Nights will be closed but I'll reopen the thread promptly.
  • Votes will be by majority, and no-lynches are possible.
  • Anti-Lurking Rule v3.0:
    • If you don't make at least 10 posts in a game day, you will be permanently ON NOTICE for the rest of the game. Tut tut!
    • If you are already ON NOTICE and do not make at least 10 posts on any subsequent game day, you will be FREELY LYNCHABLE the next day. (Your lynch will not end the day!)
    • The above rules will be disregarded if hammer happens more than 2 hours before deadline (or based on mod judgment), and will probably only be in effect for the first 2-3 game days if you're all good people.

You win when no threats to New Orleans remain.

Jesus, this is a lot of people already. I'm still dealing with role PMs, I just got too excited and opened the thread!

Note that I have held a few spots for people I know expressed specific interest in playing, but have yet to post in the thread.

5 of you, maybe

I recently ran a newbie game in Paranormal/Conspiracy, and invited a bunch of people from that who expressed interest in playing more Mafia! I (foolishly, perhaps) was concerned about filling a 33-person game, though I am pleasantly surprised by how things are working out. :)

That being said, even if we "fill" the game won't start immediately - I need to finalize PMs and am still waiting for two people I know specifically wanted to play that aren't very active on SA Mafia right now to check in. Relax and enjoy yourselves! Oh, and make sure you're well-stocked with alcohol. It's going to be an interesting game...

The large game size combined with the anti-lurking rule are the reason that days will be a bit longer (as per OP) than my usual game timeframes, yeah. This is the biggest game I've ever run (not counting co-modding the Smash soldiers game) so I'm excited too!

Btw if Prohibition is ended does that mean we're in the middle of the Great Depression?

Yes and no. While the Great Depression is certainly starting to take hold of the nation, the Shine trade has counteracted its effects in New Orleans and a couple of other places. With the number of people brewing Shine for a thirsty city (and shipping it elsewhere, thanks to the lively port trade) New Orleans is actually going through a serious boom period right now. But whether that bubble will burst sooner or later... we'll find out, I suppose!

(Jesus I'm already talking about flavor before the game's even full.)

A new morning dawns brightly across New Orleans, much like every other. But for the first few people to stumble out of their homes and greet the new day, they are faced with a horrifying sight!

He had been a community fixture for years - while on the surface he kept order, he also acted as a balance - and a foundation - for the New Orleans community as a whole. Over the years, his kind words and brisk temperament defused community tensions again and again before they could erupt into outright bloodshed. Without a doubt, he saved countless lives over the years, and made New Orleans into what it was today... And now he was gone.

:rip: Aloysius Caissy, New Orleans-Aligned Cop, was beaten to death on Night 0! :rip:

While one death might seem like such a minor thing on the surface, in the years to come people will look back at this day and marvel at how it all began here. But history is made every day, and what happens next is up to you.

Welcome to New Orleans. Please, have a drink and enjoy your stay.

:beerpal: Day 1 has begun! Deadline is Monday, October 24th, at 8:00 PM EDT. :beerpal:

Ominous fireworks soar into the sky, tracing out confusing images and tainting the light of the early morning with an eerie hue. Everyone is left with a rising sense of tension and fear. The powder keg has been primed. Who will throw the first match?

:siren: Today's voting method is Limited Lights Out! :siren:
When a player has received a majority of votes, they will be removed from the game but their flip will not be posted. The deadline will be extended by approximately 1 real-life day from the original deadline, and the game day will continue. Once a second lynch occurs OR the deadline passes without a majority vote, the day will end and all flips will be posted. A majority vote for "No Lynch" will also end the day at any time as normal.

As a general reminder, I will NOT be posting in the thread outside of game-related posts (with rare exceptions) now that the game has started. If you have any questions about the game or your role, or any concerns with things like deadlines, please PM me.

In retrospect, it's incredible - one simple constable's death set off a firestorm of accusations and chaos that swept throughout the city. In the end, it wasn't until a formerly fine and upstanding member of the community went totally off his nut, stripping down to his skivvies and screaming about ghosts and Shine, that the local law enforcement finally stepped in and hauled him away - presumably for his own safety. Always such a shame when bad things happen to good people.

quote:

Everyone talks about how New Orleans is chock-full of spirits of all sorts - controlled by the voodoo queens squatting in their swamps, weaving their eerie rituals for one reason or another. You don't believe in that sort of hogwash, as a stern and upright man. Voodoo spirits! What nonsense. It's just the mindless babble of drunkards and madmen.

Of course, you know the truth - not that you'd waste time bending anyone's ear about it. Shine showed you the way. You see, spirits ARE real - but not those voodoo spirits out of scary stories! You're talking about people's spirits that pass on after they die... ghosts, if you will. You don't particularly care much for the metaphysics of it - where do they come from, where do they go, that sort of thing. Far too fiddly for your taste. You're a man of action, and there's just no time for that sort of twaddle when you've got perfectly good work to do!

After all, with proper application of Shine, it's the work of but a moment to snare these escaping spirits and bind them properly to you - making their skills yours for a short time. Might as well make those layabout spirits useful one last time before they toddle off to whatever awaits them! It almost brings a tear to your eye to think of all these spirits that passed on without having that chance. It's lucky for them that you're here to do right by them!

:rip: Mr. F!, aka Gaspare Fontaine, New Orleans-Aligned Vanilla {Universal Backup}, was hauled off to the loony bin (MODKILLED) on Day 1! :rip:

The rest of you cast uneasy looks at each other as you return to your homes for the evening. While the day may have ended in a rather unsatisfying and abrupt way with many questions still unanswered, none of you are quite sure what to expect from the looming night.

Night 1 begins now. You have ~17 hours from this post (until 10/25 @ 10:00 AM Eastern) to get me any night actions. (Please also let me know if you have a night action and are not using it!) This is a strict limit - if I don't hear from you by that time you will forfeit your night action!

The citizens of New Orleans will resume their tense discussions by 1:00 PM Eastern tomorrow, 10/25. Pleasant dreams...

After a restless night filled with peculiar dreams, the residents of New Orleans set about their morning routines with gusto. Even with the unsettling end to yesterday, it was a new day - and a new beginning! But as they soon realized, not everyone had lived to see the sun rise.

~~~
The first body was found stuffed into a crate near the docks - it would have been loaded onto a ship leaving for South America that day, if not for the blood seeping through its planks.
quote:
When the whole world is a joke, all you can do is sit back and laugh until it stops hurting. But when you're the butt of the joke... it never stops.
When Shine came to New Orleans, you were one of the most excited of all. You'd heard stories coming from New York and Chicago over the years about all the marvellous things people could do with this mysterious magical drink. And now it was finally your turn to see what powers waited deep within you! It took some doing to find a bar that had it at first - they kept it fairly quiet to avoid heat from the authorities - but finally, you were sitting at the counter watching the grizzled bartender pour you a glassful of the drink you'd dreamed of. You took your first sip, hand shaking...
...and nothing happened. Was there some kind of mistake? You asked the bartender for a look at the bottle - it was clearly labelled as Shine. Had he gotten swindled with a counterfeit batch? After some eyebrow-wiggling, the bartender shrugged and poured himself a small sip - after all, everyone knows it's bad luck to drink someone else's Shine. He downed the drink, and coughed for a moment before breathing a small jet of fire! Lighting a stubby cigar, he shrugged at you. The argument that ensued, unsurprisingly, got you thrown out of that bar.
Over the coming weeks, you kept trying time and again - you were thrown out of three more bars in turn, before you finally started an all-out brawl at the last one. Seeing three Shiners bearing down on you, you gulped. Maybe this wasn't your best idea. But as they shot lightning, blasted brain waves, and who knows what at you... it all fizzled the second it touched you. At the same time, you jerked as strange new powers coursed through you - and you finally understood. You laughed with sheer joy as you turned the Shiners' powers back on them!
When the world makes a joke out of you, sometimes all you can do is laugh along.
:rip: Quidthulhu, aka Lucas Rivet, New Orleans-Aligned Absorber, was filled with lead on Night 1! :rip:
~~~

A street cleaner stumbled over the next corpse - with his finely tailored clothing torn to shreds and raw bruises blooming beneath, he had been discarded on the sidewalk like nothing more than garbage.

quote:

You've always considered yourself a bit of a cultured gentleman. Tipping your hat to the ladies, and giving a polite nod to the lesser gents. You were a perfectly proper man-about-town, and destined to be one of the Family's rising stars. But all that changed when you had your first sip of Shine...

You still remember that moment. The drink made its way down your throat, warming your cheeks... and then the STENCH hit you. Sweat, piss, poo poo, and other far worse things flooded your nose, battling for dominance over your quivering senses. You definitely screamed. You may have vomited. You don't quite remember. But what you do know is that the respect you had tenderly cultured from everyone who saw you about town was never the same after that day. That accursed drink!

What's worse, once you finally managed to get your over-sensitive nostrils under control and thought you'd have a moment of peace... the powers that be seem to have decided that you can finally be USEFUL to the Family now. Wonderful. A lifetime of careful image-building, thrown away in favor of some magical moonshine. So you nod your head and you smile. You drink your Shine, and you put your nose to work sniffing out (ugh... don't even mention the puns. Not a single one is even remotely funny.) the Family's enemies that have dropped by to pay a visit.

In all the world, there is perhaps nothing you hate more than Shine itself. The preachers were right - it really is the devil's piss, come to earth to corrupt us all.

:rip: PALE SPECTRES, aka Jean Matherne, Provenzano Family-Aligned Vanilla {Watcher}, was beaten to death on Night 1! :rip:

~~~
But in the end, as shocking of a start to the day as the violent murders had been, nothing left New Orleans' residents more unsettled than the strange disappearance of one of their own. With nary a drop of blood spilled nor any signs of violence, it was as if she had been snatched away without even a moment's time to resist.
quote:
People remember the strangest things. The color of lipstick that their first kiss was wearing, the scent of cologne that their grandfather always loved, the specific cobblestone they always tripped over on their morning walk... the list goes on. It's a wonder that anyone gets anything done, with all this cluttering up their minds.
Luckily for you, sorting through memories has never been a problem - even when they're not your own. At first, drinking Shine was an overwhelming experience - you were suddenly surrounded by ghosts, all overflowing with the clutter of the life they had left behind! Of course, you don't think of them as ghosts nowadays - rather, they're more like shades, or fading remnants of what once was. It's not like they can think anymore - or at least you keep telling yourself that.
Harvesting these remains and using them for all they worth is how you get ahead in life. You prefer to not think about the implications - after all, that's for someone else to deal with after you've passed on. You're sure whoever picks through YOUR memories after you're dead and gone will have a grand time of it!
As you ponder your situation, a whispered secret sweeps across New Orleans - something seen woven into a spiderweb? Strange as it sounds, it must surely be true...
TMMadman visited Max on Night 1.
~~~

Even for the most optimistic among you, there's no denying it now - death has come to New Orleans, hot on the heels of Shine. With that pleasant thought looming over your heads... how will you use your time today?

:beerpal: Day 2 has begun! Deadline is Thursday, October 27th, at 8:00 PM EDT. :beerpal:

Just like yesterday, the popping of unexpected fireworks - eerily like the chattering of invisible teeth - rouses the last few stragglers from their beds. Those already up and about are left with a queer sense of foreboding as they watch the sickly explosions fade from the sky. If yesterday was just the beginning, what will today bring?

:siren: Today's voting method is Limited Lights Out! :siren:
When a player has received a majority of votes, they will be removed from the game but their flip will not be posted. The deadline will be extended by approximately 1 real-life day from the original deadline, and the game day will continue. Once a second lynch occurs OR the deadline passes without a majority vote, the day will end and all flips will be posted. A majority vote for "No Lynch" will also end the day at any time as normal.

With such an inauspicious start to the day, it was little surprise that wild accusations followed closely on its heels. Eventually the crowd's ire consolidated on one unlucky soul, and they were flung in a holding cell to await the justice of the gallows at the day's end.

Will anyone else join them for the hangman's necktie fitting?

Izzhov may no longer post.

:beerpal: Day 2 continues. Deadline is extended to Friday, October 28th, at 8:00 PM EDT. The next lynch, or a majority vote for No Lynch, will end the day. :beerpal:

Hello, friends. Before I wrap this day up, a couple of administrative notes:
  • Future days will not be as long as this one was. For the most part, the day lengths listed in the OP should be what you expect to see going forward. Voting method rules will be amended accordingly, so please keep an eye out.
  • When the thread opens again, it will be Day 3 with jokephase long since over. I ask that people please tone down the white noise shitposting for readability's sake, and remember to spend time playing Mafia. Thank you!

The current deadline is October 28th, 2016 at 8 p.m. EDT -- that's in about 8 hours, 13 minutes.

As can be expected of any lively shipping port, there were naturally those who tried to skim profit off the top - most frequently by smuggling extra Shine out of the city. The harbormasters ensured that nearly all ships leaving the harbor were carefully inspected, but every now and then a ship slipped through their fingers and more precious Shine vanished without a trace.

Such a thing was not without its risks though - captains that were caught smuggling Shine paid a hefty price. Not only did they have to relinquish half of their cargo on top of the illicit goods, they were permanently subject to a grievously high port entry fee for the privilege of continuing to ship Shine around the world.

Naturally, every single captain paid the fee to keep shipping - how could they not? Shine was murderously profitable, even with the added expense.

The sun's blazing edge finally kissed the horizon, washing the city with a ruddy hue. As the luckless victim was dragged up to the gallows, an unconscious sigh of relief rippled its way through the assembled onlookers. At long last, this day was done. They could only hope they'd made the right choices... or more innocents would die watching their last sunset.

~~~
The hangman's noose slipped around the first victim's neck, and with a creak, the ground dropped away beneath her. She died, eyes bulging wide, while cursing you all with her last breaths. You couldn't help but feel a little chilled - there was a fury behind her words that you hadn't expected. It seems she never had New Orleans in her best interests after all.
quote:
You love this town, and everything about it. New Orleans has taught you so much - about the world, and about yourself. Back in Sicily, sure, people respected you - but the men always made the decisions for the family. That's just the way things were, and they weren't changing anytime soon.
When you came here, nobody was more surprised than you to find out that the women held all the power behind the scenes of this town. Nobody seemed to be willing - or able - to give you a straight answer as to why, until one fateful night when a powerful word escaped an aged madam's lips... voodoo. That was the answer you sought.
Ever since then, you've led a double life. By day, you clawed your way up the ranks of the Provenzano family, teaching anyone who dared to look sideways at you the error of their ways. By night, you snuck out to learn every last scrap you could about voodoo from anyone who would share tales with you. And oh, the stories you heard...
Shine only further cemented your position as the head of the local family. Having actual power to go alongside with everything you learned in the grimy back alleys and shrouded shacks of New Orleans? It was one of the happiest times of your life... and now it's threatening to all come crashing down around you.
Someone made a mistake - a bad, bad one. You had to drink all your Shine to figure out exactly what - enough that you don't think drinking any more would be in your best interests for a good while until it all passes - but it seems like someone asked the wrong THING for help. And when someone does that... it usually ends real, real bad for them.
Well. That's unfortunate... for them. But you've never been one to let a perfectly good opportunity pass by - if someone else called it up, that means you can snatch it away and leave them holding the bag. And judging by the chaos that's spreading through the city... you're definitely not the only one who had that idea. Maybe this is your chance to make a big move and finally take New Orleans for the family, once and for all!
:rip: Jimmy Hats, aka Lucilla Provenzano, Provenzano Family-Aligned Voodoo Master*, was lynched on Day 2! :rip:
~~~

As the sun continued to sink below the horizon, a ripple of muted cheers and applause swept through the crowd as some tension from the day lifted away. But they couldn't forget the other one to be hanged, even though they threw them in a cell what feels like days ago. A constable strode over to the cell, pulling a heavy ring of keys from his pocket. With a flourish, he pulled the door wide ajar, revealing...

Nothing.

You have FAILED to lynch Izzhov!

~~~
The blazing sun finally sets, vanishing from view as darkness shrouds New Orleans. The street lights flicker to life - a bit too slowly for your tastes, as the tension from before has returned in spades. Hurrying home to flee the encroaching night, you wonder what the new day will bring - and who among you will live to see the sun rise once again.
Night 2 begins now. You have ~36 hours from this post (until Sunday 10/30 @ 12:00 PM Eastern) to get me any night actions. (Please also let me know if you have a night action and are not using it!) This is a strict limit - if I don't hear from you by that time you will forfeit your night action!
Note that this night phase is a little longer than usual due to it being the weekend AND a holiday weekend.
After the unexpected ending to the previous day, the night was long and full of terrors - every strange noise or footstep outside was magnified thousandfold in the worried New Orleans residents' minds. As the new day dawned, they couldn't help but hurry outside to see what the new day looked like - and what the night's mysterious workings had wrought.
~~~

The first corpse was found by the sleepy-eyed trash collectors - a grisly surprise lurking within a binful of rubbish. As they stepped cautiously towards the shredded corpse to inspect it more closely, realization dawned upon them - they knew that face!

quote:

New Orleans is just terrible. You hate this place with all your heart, and the people in it. Sometimes you wish you had never left Sicily. Back there the food was good, the women were beautiful, and there weren't horrible little voodoo spirit-things everywhere you looked.

You see, unlike most Carollas, you didn't get nifty powers - you've heard plenty of stories of people who can shoot lightning from their fingertips, or people who can change their forms and suck the blood from people's veins. Nothing fancy like that for you. Instead, your eyes opened just a little bit wider... wide enough to see the god-damned voodoo spirits infesting EVERYTHING in New Orleans! How do these people get anything done if they're spending all their time bribing these dumb things to protect themselves or curse their enemies? (Alright, you admit the latter sounds pretty good - that is, if you knew the first drat thing about all those stupid rituals they do day in and day out!)

As much as you bitch about this place and how useless Shine has been for you... all that changed last night. You were sipping some Shine in your office and flicking corks at the little babbling spirits dancing on your desk, when SOMETHING took ahold of you and dragged you closer to the spirit world than you've ever been before. You unconsciously chugged the rest of your Shine, and uncorked another bottle. Something big was out there - something deadly, something terrifying, something brutal. You had to have it.

You focused your mind, swigging from yet another bottle of Shine, and ordered it to serve you. You weren't expecting the deep chuckle you got in return, and a harsh voice whispering in your ear... he'd be there very soon, and he'd be glad to help you, but you'd have to earn his help, or die in the trying. Such is the price of voodoo...

Snapping out of it, you slammed an empty bottle of Shine down on the desk. Hell with it, maybe this was just what the Carolla family needed to finally get ahead in this drat town. You'd felt other voices trying to order around the dark presence you sensed - maybe if you could off them all, it'd listen to you at last? Worth a try... no matter what the price. Maybe this is your ticket to finally take over this miserable town at last?

:rip: tpink, aka Sylvestro Carolla, Carolla Family-Aligned Voodoo Master*, was filled with lead on Night 2! :rip:

~~~
The next body was easy enough to find - all people had to do was follow their noses. The smell of cooked meat set hungry stomachs rumbling - but once they saw the corpse for themselves, all traces of appetite vanished in the blink of an eye.
quote:
You killed your first man at the tender age of eleven - drove your thumb through his eye and kicked him till he died, screaming bloody murder all the while. Heh, bloody murder. Never realized how appropriate that phrase was till now.
As you grew older, you slowly realized how wasteful killing was. Despite what others might think, everyone has their own story to tell - and no matter how boring it might seem, it's still THEIR story. And you hate to let new stories go unheard. So for a while, you went soft. Talked nice to the ladies, tipped your hat to the coppers, and just... drifted away from all that your family did, for a while. It was almost a relief, in a way.
But then Shine solved the problem you didn't even know you had. The night you had your first drink, you got into a fight behind your favorite bar - but just as you were about to run away so's you wouldn't have to kill the idiot who had just pulled a knife on you, the Shine kicked in. You looked into your attacker's face... and saw his story. Yanked his memories right through his eyes. What a wonderful tale he had, full of grit and blood, slowly picking himself up from rock bottom so that he could do right by the family he had left behind once.
So then you killed him, of course - beat his bones till they cracked, and fed him his knife blade-first. Why bother with him anymore, after all? You heard his story.
With Shine, a new world is open to you - no more playing nice with the harsh world all around you just for a chance to hear a good story here and there. What a wonderful thing it is.
:rip: Murmur Twin, aka Roland Beattie, Mama's Third Son, Black Hand Gang-Aligned Vanilla {Follower}, was incinerated on Night 2! :rip:
~~~

As the last few stragglers rose from their beds, a rapid headcount ensued. With a gulp, people's fears were confirmed - once again, someone had been taken in the night with no trace of their passing. While the violence of each morning was becoming distressingly commonplace, this mystery still filled many of you with dread.

quote:

By god, that was the worst drink you've ever had. Certainly, it tasted fine at the time, but the aftermath... THAT you would have preferred to avoid.

It was just like any other day - knocking back a couple of drinks at the bar. You hadn't ordered any Shine yet - that stuff was for special occasions. When the Shine hit you, you weren't much for the bars anymore that night - so you didn't drink it lightly. But when you turned back from looking to see if any of the other regulars were there yet and realized the bartender had put a freebie down in front of you, you certainly weren't going to say no - free is free! You knocked back a good swig... and that's when everything went sideways.

With a devastating crash only the two of you could hear, your minds collided... and merged. Suddenly, you were thinking thoughts that weren't your own! And boy, were they MAD - seems like you took a swig of the bartender's Shine he had poured for himself. Whoops. You've never heard of Shine doing something like this, but then again you don't typically see two people sharing a drink of this stuff with how precious it is.

You have to admit, you found yourself kind of impressed with how your new friend insisted you settle up your bill in spite of everything. You would have thought he might have been a bit more lenient, given the circumstances! But no matter what, things are still pretty jumbled in both of your noggins - given enough time maybe the two of you will be able to clear things up, but until then you're not sure just how much you can trust this guy. Who knows what he's hiding from you?

:rip: Kashuno, aka Gino Michel, New Orleans-Aligned Unconfirmed Mason* {Tracker}, vanished mysteriously on Night 2! :rip:

~~~
Much like yesterday, nobody could put their finger on where the rumor began, but it seems at least one part of the previous night's mysteries was observed - by someone, or something.
King Burgundy visited Max on Night 2.
~~~

Though death's chill touch has once again visited New Orleans, you take heart in the fact that its icy grasp seems to have worked in your favor - this time. But can you afford to get complacent now?

:beerpal: Day 3 has begun! Deadline is Tuesday, November 1st, at 8:00 PM EDT. :beerpal:

For the third day in a row, mysterious fireworks explode across the sky of New Orleans. As their echoes fade from your ringing ears, the tensions of the last two days come crashing back in their place. As treachery floods the streets of this city, will you face your rising dread head-on - or will you quiver and quail before it?

New Orleans' government struggled mightily to deal with Shine's effects on the city - both criminal and economic in nature. Its elected officials found themselves faced with moral quandaries and new duties to their electorate that they had never dreamed of when they were elected to once-cushy jobs.

The ramifications of the decisions these beleaguered men made - and didn't make - would affect how Shine was viewed and handled by governments across the whole nation. Under this tremendous pressure... interesting choices were made.

One such example of the government's struggles - whether to explicitly legalize Shine or not. While Prohibition was in effect, naturally it was illegal like any other alcohol, but now that that particular hindrance was gone it fell to local governments to arbitrate.

Of course, New Orleans overwhelmingly voted to legalize Shine in all forms. How could they not, with it as inextricably tied to the city's livelihood (much like a bloated parasite) as it was?

Yet again, the assembled crowd's suspicion falls upon a certain person. With little ceremony, they are flung into a holding cell - naturally, a different one than the day before, just in case. The sun still hangs high in the sky.

With Shine legalized, the next question was obvious. Who would be authorized to brew it, and how could they be regulated? With backwater distilleries cropping up everywhere, it was sure to become a headache. The obvious solution - make it someone else's headache!

With due pomp and circumstance, New Orleans enacted the Freemen's Shine Creation Act, duly noting in a tremendous pile of legal jargon that they placed no restrictions on Shine brewing at the local level but would be receptive to any guidance or regulation enacted at the federal level.
