Until you actually take control of the branches of government to implement your policy, pretty much, since you're pissing into the wind otherwise.

Right, so political outsiders should just wait patiently and quietly for their issues to enter power via some kind of political alchemy, and then and only then unveil their grievances. I mean, consider the fact that you're citing a protest movement that was wildly successful against enormous entrenched opposition suffering a setback decades later. That's not proof that protests don't work; it's just proof that there is a push and pull in politics.
