Also there were movie villains used in DBZmaf1, even if they were fakeclaims. Stepping outside canon gives 13, 14, 15, hell maybe even 21. There's Eighter, too, even if he didn't show up at this point I don't want to setup-spec too much, though.

Bear in mind I'm talking in regards to the flavourcop in DBZmaf1, who could read powerlevels - something that androids don't have.
