I was gonna say something about how much I missed the Empress and how sad it was she was dead...but I think people might have realized I'm the bad guy in the story by the reactions of my followers.

It is not I who called this concilium plebis to order, but I feel it necessary to be the first to speak before we craft a path forward that fails to appreciate the opportunity in front of us. I submit a bill here that redistributes all public lands across Rome to landless labourers in smaller plots that can be managed. These lands, today, are ravaged by interlopers, savages, the conquered, and the broken rather than by Roman citizens. Many plebes in your districts today stand without bountiful land to manage themselves and would be willing, even with death at risk, to take control of these dirty public lands.

The Empress failed us. She expanded the Empire too vastly without putting in a plebian infrastructure in her wake that could maintain what she called ours. We must take it back now that she has fallen. I humbly submit this bill for your consideration.

Last, we must summon the senate or at least what remains of it. A call to order of our simple concilium cannot sweep new law across all of Rome that will stop the vile patricians from stomping their feet all over our plebe brothers. Rome has a vacuum of power. Where the Empress controlled us all before her death, the senate now finds a time when they can rise up and declare a new leader before the patricians seek to take title by force.

If we do not act immediately, then I fear that we will each be called to war. If so, my brothers, I hope at least that we stand on the same side of the arbitrary lines the patricians draw.
