Now that I can search the DB properly, here's Crouching Tiger, Hidden Shark or interesting F-5s. I'm ignoring anything that can carry only some combination of AIM-9s, 70mm rockets, Mk82/83 dumb bombs, Mk20 cluster bombs, and drop tanks, which is most of them.

Taiwan provides an F-5E with GBU-12s and AGM-65Bs. No laser designator.
Chilean Tigers can carry Derbies.
Iran shows up just because it can mount M117s, which are basically extinct. Also it has a different cluster bomb at least, plus the weird comedy combo of R-60s and PL-7s. These are otherwise worthless.
Signapore mounts AGM-65Bs.
The Saudis have GBU-12s and AGM-65Bs, and even have a laser designator... but cannot carry the designator at the same time as the GBU-12s. What the poo poo, Saudi Arabia. Some loadouts do have DECM pods, though, which is pretty unique.
Brazil carries "Lizard" Mk82 laser guidance kits, and Brazil has even mastered the art of carrying both the laser and the thing that uses the laser at the same time.

Like the Tornadoes, the Saudi Tigers are probably the best bet. A shame the Chilean ones don't get any air to ground PGMs. Note that a number of our aircraft (including the Reaper) can laze targets if we wind up with one of these.

Sadly, the only F-20s never saw production, but their weapons load isn't any better than the above anyway.
