I had a friend that limped into an Alaskan port (Homer) and was escorted by the coastguard. His main engine seized and his trolling broke off it's mount. Somebody caught it before it went into the water, so they had really poor maneuverability. He was escorted in to make sure other boats gave him a wide berth. To my knowledge he didn't have to pay anything.

Also, non maneuvering boats pose a pretty large hazard in tight waterways (esp near docks/marinas/harbors) so it makes sense in my mind for the coastguard to help out.

That makes a lot of sense and I definitely didn't think of it that way. I wonder how many calls the the Coast Guard receives from people that are just drifting on their home in the ocean. On another note, how do you think this will affect your dating and social life? I would love it if one of my friends lived on a boat and I like to think they would want to take me fishing on the weekends :cool:

Well, it's a pretty good conversation piece. And actually, this is the first place I've ever lived where I actually talk to my neighbours and hang out with them, so that is actually really nice!

If you get into some sort of difficulties in the area of Victoria harbour, and give a call on CH16, the radio operator will ask you if you're in immediate danger / require immediate assistance. If it's not something super urgent, they're likely to let you cool your heels while doing a broadcast on your behalf for assistance. At this point, it's likely someone will come tow you in. They will also ask if you're willing to accept commercial assistance (more on this later). There's plenty of commercial tow/salvage operators in the area that will tow you in / haul you off the rocks / refloat your wreck for a nice fee. Since you've already sorted out an agreement with the tow service, that's probably who will come get you. If all that fails, and you've been sitting there without any help for a while, they'll probably task the auxiliary to come get you, or the lifeboat out of Ganges(Saltspring). The CCG base at the mouth to the harbour is the Western region main office for the administration and the main base for the larger ships. There may or may not be a ship in at any given moment, and said ship may not even be manned. They likely won't task anyone from the base to come get you, as nobody there is what they call "Primary SAR". That's all assuming you are not in immediate danger. A full blown distress call (MAYDAY) will get an immediate response. You'd certainly get the lifeboat from Ganges, probably 2 or 3 of the local area AUX boats, and any other vessel in the area.

You basically call the Coast Guard on your radio with the nature of your situation, and asking for help. The operator will ask for a bunch of information from you, will contact the Joint Rescue Co-ordination Center (JRCC), and they will come up with a plan to assist. This can involve calling a friend for you, calling a tow boat if available, providing you with advice (ie, prepare your anchor so you don't drift aground), and tasking any resources they have in the area to provide assistance.

Out of pocket expense for a tow by the Canadian Coast Guard: $0 (no idea if there's charges involved in other countries)
If it's not a real emergency, and more of an inconvenience for you, the radio operators and the coordinators at JRCC will explore all other avenues before tasking a Coast Guard (or Auxiliary) vessel. The government should not be in the position of under-cutting legitimate businesses, so they will allow every opportunity for a commercial entity to engage with you before sending out a boat to tow you in.
