I don't understand what the hell Winnipeg's strategy is. They sign nobody year after year and their core team is not good. I guess they want to build through the draft but they manage year after year to be just mediocre enough to not get a good draft pick so they never have access to game breaking high pick talent. That would be okay if they spent money to try to address their needs but they never sign anybody.
