nobody wants to bother with the bandwidth requirements of shoving 4k over H.264 when they could wait a bit and have more devices with H.265 decoders built in (It's really only been ~1 year since PCs have started shipping with HEVC hardware support). Also tons of 4k TVs never had HDCP 2.2 so they'll pretty much never be able to view content without
