Free and Fair Elections Act Repeal posted:


The Free and Fair Elections Act is hereby repealed in its entirety.


In her explanatory notes to the bill, she writes:

"I have strongly opposed the FFEA when it was brought before the previous Parliament, as it introduced a harmful and unnecessary degree of bias into the electoral process via the creation of an explicitly political office charged with overseeing our elections. The present mechanisms outlined in the constitution proved perfectly adequate over the course of the many local and national elections held over the last two years. I am glad the government agreed with me in actions, if not in rhetoric, by neglecting to implement any of this act's provisions since it came into force. Nevertheless, having "walking-dead" laws on the books can be a problem in itself, so I ask Parliament to formally repeal it and finally put an end to this whole mess."

Constitutional Amendment for Representative Opposition Leadership posted:


(1). The following clauses are removed: "The leader of the largest party in Opposition shall be designated as the Leader of Opposition. If there are two or more such leaders, the Guardian Council shall select the Leader of Opposition from among them."

(2). The sections below are inserted in their place:

"Selection: Upon the passage of a Motion of Confidence, or a vacancy in the office of the Leader of Opposition, each MP in Opposition shall publicly submit an eligible name to the Guardian Council, where any MP outside the coalition is eligible. Should an absolute majority of Opposition MPs submit the same eligible name, that MP shall be designated the Leader of Opposition. Otherwise, the Guardian Council shall select the Leader of Opposition from among all eligible submissions."

"Recall: At any time, any Opposition MP may publicly submit a recall petition to the Guardian Council. Should at least half of Opposition MPs support that petition, and no successful recall petition was submitted within the preceding six months, the Leader of Opposition shall be removed from their office and a new selection process shall take place."


In her explanatory notes to the bill, she writes:

"With of all due respect to the SnnSP and their voters, it is obvious to all that their current leader, Lorenzo Shimizu, isn't interested in fulfilling any function of government except passing his party's signature Bill of Rights, and as such is obviously unsuited to represent the wider Opposition. Many committee seats stand unfilled for months, and not a single specific question has been asked of the government since Micheal Janstin's departure. This is an unacceptable situation that threatens to undermine the principles our system of government is founded upon. I ask all of you to support this bill, so that such a situation may not repeat itself in the future."

Bill F-7

This Act may be cited as the "Bond Structuring And Authorization Act."

I. All previous or current series of bonds issued through the authority of the current or previous Governments of Sirta shall cease issuance upon passage of this Act.
II. The Governments or Municipalities that issued those previous bonds shall honor all bonds that have yet to mature.
III. Parliament shall authorize the Ministry of Finance to issue bonds on behalf of the Parliament of Sirta, backed by the full faith and authority of Parliament. All funds involved in bonds shall be held and handled through the First Heaven Financial Collective's operating funds.
IV. The Ministry of Finance shall observe the following practices:
a. All bonds shall be sold through auction. All auctions shall be announced two weeks before sales. Initial prices and interest rates shall be announced by the Ministry two days before auction, with subsequent prices and interest rates determined through the auction process.
b. The Ministry of Finance shall offer the following maturities for its bonds: 2-year, 3-year, 5-year, 10-year, 25-year, 50-year.
V. Any Municipality seeking to issue its own municipal bonds must observe the practices listed in Section IV, and submit its records to monthly audit by the Ministry of Finance. The Ministry of Finance may temporarily suspend any Municipality's ability to issue bonds.
VI. Parliament pledges to honor all bonds so issued under the terms of this Act.
VII. Parliament may authorize new kinds of bonds or new bond maturities through amendments of this Act.

II. SIC shall assume responsibility for coordinating and managing all industrial facilities, manufacturing/research/engineering businesses, and co-operatives owned by the SMG.
III. SIC shall divide its assets between those directed by the SMG to produce goods at cost for distribution to Sard residents, and those operated for profit.
IV. All profits made by SIC surplus to salary, operation, and maintenance costs shall be returned to the SMG general fund.
V. SIC shall be directed by a Chair, nominated by the Professional Advisory Council and confirmed by a majority vote in the People's Assembly.
