THUNDERDOME LOSER 2021
Problem description: Recently swapped out a modem from my ISP (Spectrum) for a more recent model. Running a speedtest from my desktop is pulling anywhere from 150-160 MBit/s, however, the connection speed is supposed to be 350. The other modem on another PC at the other end of the house is pulling 350, and the dongle the service tech plugged into my modem is also showing 350. This machine used to pull 300 before, not sure what is throttling the speed. It was actually throttled even more so when the modem was first installed (it was showing 20 instead of even the 150-160 and connections were randomly dropping), but it improved overnight to the 150-160 speed. The tech couldn't find anything wrong. What other things could be affecting my speed?

Attempted fixes: Tried disabling processes and services that may be intercepting net traffic. No VPNs or Firewalls are running currently, however, Windows Firewall sometimes tries to activate itself even though it is disabled. Tried multiple ports on the modem, every port was reading 350 for the tech. Tried different ethernet cables as well. Network traffic shows no unusual activity

Recent changes: The only thing I can think of is I installed a PCI-e card that allows for more SATA connections so that I could plug in an additional SSD. I have 3 SSDs and 2 HDDs connected to this pc, and they run without issue as far as I can tell.

System specs: i5-4690K@3.5ghz with 16gb RAM, ASUS Z97-A LGA 1150 Intel Z97 HDMI SATA 6Gb/s USB motherboard (1GBit ethernet speed), 1070GTX (probably irrelevant)

Can you connect your computer to the other modem or temporarily move the good modem and plug it into where the bad modem is? Seeing the results of that would answer a lot of questions.

Doesn't seem like either modem being used in lieu of the other has any effect on the problem.

I am experiencing weird cut-outs in internet activity, such as messages on facebook not showing up on my desktop pc, even after refreshing. They will show up on my phone as received.

Run CDI and verify that all HDDs are okay:

No issues. I did however pull 350 on my mobile phone connected to wifi. Not sure why I didn't try that earlier. Not sure what else could be causing this, maybe I should jam an additional cheap ethernet card into my machine and see if it changes anything.

Have you tried a different ethernet cable?
