Have you looked in to mixer instead of twitch? Not sure if it is still the case but mixer used to be much lower latency than twitch.

No, but I'll give it a try some time. I'm pretty sure the problem night before last was on my end. Last night's twitch stream held steady at about 2 seconds latency, which seems pretty good to me, but faster would always be better.
