Or more universal, maybe everyone should wear a surgical mask with a hole in the front with one of those party favor blow out things sticking out of it. That way if you're walking past someone (and even if you're hard of hearing) you can immediately tell if they're having trouble breathing because the blow out only unrolls an inch or so and is kind of quiet.
