The average population hovers around 4.5 million during that time period. So .03%, equivalently in the US we'd be seeing 99,300 casualties every year or 8275 per month. So a twenty-fifth as bad Troubles would be about 331 casualties every month. Furthermore, most of the casualties were in Northern Ireland, all but a couple hundred if I remember right. If you get an American troubles, you'll have the vast majority of the violence focused in a handful of states, primarily the flashpoints you're seeing now imo.
