My little brother is doing this right now! He lives in an RV on some land he owns out in the middle of the desert, ~5 miles from the nearest village. The ultimate plan is to build a sandbag house into the side of a hill behind the RV, and have a well and a better solar panel setup. So far we've dug out enough space for the living room and parts of a couple bedrooms. He's getting a job now so he can pay for the permitting, tools, and materials he needs to go much further, but it's been extremely nice not having a $700 sword of Damocles over his head every month. For extremely practical reasons I can't build a house of my own on the next lot over, but I do want to build a studio from adobe at some point, so I can someday own a loom. I'm not sure where on Earth I'll be in five years tho, so I'm just soaking up knowledge along the way. (I'll try to get pictures next time I'm out there!)

what's the permitting like for building a dwelling out of sand bags

I think it's similar to the permitting process for rammed earth and adobe. I don't know the exact details, but adobe is very popular in my area, so it shouldn't be unheard-of.

https://youtu.be/sOtzdWzhVLI https://youtu.be/kV7_ZjNP_FM https://youtu.be/v8FVVpRvWi4 I constantly waffle between ‘Hey my dads got a bunch of those tools I could borrow and there’s some cheap mountain land available out in the sticks’ and ‘I would definitely be crushed by a log/eaten by a bear/given up by now.’ The guys who use tractors are cheating, only power tools charged by a solar panel should be allowed. There’s also a bunch of channels that are people building prefab wooden hot tub kits
