Probably because the startup shitheads who run the scooter rental companies decided to save some money by storing them on every footpath in the city

Don't throw e-scoots in the river, throw them in the road. No-one is going to do poo poo about scoots in a lake or canal, because they are out of everyone's way at that point. But - Nothing prompts swift municipal action than an inconvenience to drivers. So just pile them up in the gutter.

I quite like using the scooters to get around cites. I don't think we'll ever get them because of our rather unforgiving geography but when I used them in Seville they were really handy. You had to take a photograph of where you parked it. It seemed like a good system.

Then I went to Atlanta and used the scooters there and its a very different story. There's no real infrastructure for them, no lanes to use them in, you didn't need to take the photos etc. Which is weird because America loving loves rules. It was illegal for me to walk across the street from my hotel to the cafe opposite. That whole land of the free thing only seems to apply to corporations.

The shad on me I scooted my way over to the Trap Music Museum in Atlanta but I had wildly underestimated how popular it would be so there was no way I'd get in. Had to scoot my way the way back to downtown.

it's because tech startups are scumbags who ignore all regulation and externalities so they can show growth to investors, and they were only "thriving" off of venture capitalist money.
People would love a good municipal system of e-scootrs / e-bikes, but this aint it.

E-scooters don't replace car journeys, they replace bike trips, bus rides, taxi rides and walking. Their emissions are higher than all of those except taxis. And their lifespan means the carbon costs of production are astronomical. But they're totally designing new more robust models with replaceable batteries and they will definitely come out any day now! And then they'll still not replace car journeys nor be greener than any of the already existing alternatives.

Jaywalking is one of the stupidest laws I've every heard of.
My old house mates cousin came over (to UK) from Poland (which had jaywalking laws) and he freaked out when we just looked both ways and walked right across a road.
When we explained it to him he took great excitement in crossing whenever he could. Even avoiding actual crossings just because he could.

I hate those scooters. What bothers me most is that nobody wears a helmet on them - which is mandatory here - despite going faster than bicycles who almost universally wear helmets.

That's not rational, though (ain't my problem if idiots are breaking the rules), so I tell myself I mostly hate them because they block the footpath, or ride on the footpath ringing their stupid bell trying to shoo pedestrians out the way, which I have to admit they don't do all that often. So I guess the schad is they make me irrationally stressed out and angry.

Here in Melbourne Australia they have a government approved e-scooter pilot program and the city has provided a whole lot of free helmets for people to use, but they still hardly ever wear them

BREADS
Scooters are like bicycles that give up everything to be compact, which is cool if you want to take them on a train or stuff them into a cupboard, but it’s totally wasted if they’re all parked outside.

They're here, homie. I've seen two of them myself. Can't help but wonder how long it'll be until one of them is hit by a train at any number of the lovely crossings around here.

I hope it's me and I hit an empty one. I'd love to be the one to explain that to the company incident investigator.

What kind of deranged orderly driving system do Texas cities have that would even allow these to function in the first place? These would be upside down lying across the street within seconds in any city like Boston and people would just drive around them.

Again? Is his plan to get arrested in every country he visits.

According to this article here the reason for the arrest might've been when they planted a hidden camera to film a sex worker with a some guy, the sex worker got notified via a phone message about this and promptly left because she felt the whole situation was creepy and sus.

Here's a clip of the incident:
