Not out of the ordinary on an entry level bike. I can't understand why anybody buys a 250cc new. Virtually everyone outgrows them in the first year and takes a loss, or tries to sell for way more than it is worth. 125cc bikes are even worse, virtually all of the ones I've seen in craigslist have 1-2 months of use on them and the asking price is RETAIL.
