Been trying to find the name of a high pitched french rapper/vocalist who used to get a lot of airtime on GBS.fm. Another thing I know is he did a lot of covers. Guess this falls into the french electro house category.

That sounds kind of like Tiga but he's Canadian. He's covered Hot in Herre, Louder than a Bomb, and Sunglasses at Night, among others. He has a high-ish voice, especially on Hot in Herre.

No, not this. This guy had an ever more high pitched, scraggly and nasaly voice and he definitely was rapping in french (I hang out with francophones). I sort of know a little bit of the hook, so maybe I'll try humming it in midomi or shazaam or something. Ugh, this is worse than water boarding.
