The agreement will require the police department to overhaul policies and procedures for training, interrogations, searches and arrests, use of photo lineups, recruitment and supervision, according to a government official. The official spoke on condition of anonymity because the agreement had not yet been made public.

Among its provisions:

— All officers will be required to receive at least 24 hours of training on stops, searches and arrests; 40 hours of use-of-force training; and four hours of training on bias-free policing within a year of the agreement taking effect.

— All interrogations involving suspected homicides or sexual assaults will have to be recorded in their entirety on video. The department also will be required to install video cameras and location devices in all patrol cars and other vehicles within two years.

— The department will be required to completely restructure the system for paying officers for off-duty security details, develop a new report format for collecting data on all stops and searches and create a recruitment program to increase diversity among its officers.

— The city and Justice Department will pick a court-supervised monitor to regularly assess and report on the police department's implementation of the requirements.

— The city and police department can ask a judge to dissolve the agreement after four years, but only if they can show they have fully complied with its requirements for two years.

The agreement will be signed and filed in federal court Tuesday. A federal judge must approve the agreement and oversee its implementation.

The birth certificate was signed by Captain W. L. Irvine. I have now checked that name against the Naval Register for 1936, and I find that William Lorne Irvine was director of the medical facility at the submarine base hospital in Coco Solo, Panama Canal Zone, during that time period. You can see the entry here. I think this effectively disposes of any remaining doubts that McCain was born inside the Canal Zone.

That's it. If you get directions from Maricopa to Mexico, Google Maps automatically assumes you're going to the capital, Mexico City. And that's about 1200 miles. I also tried going from Maricopa to Central America, which is apparently somewhere in the middle of nowhere in Nicaragua. 2700ish miles. Asia is in the centre of China and South America is in the centre of Brazil. It doesn't give you directions, though.

Oh I know. I've just started reading about it. I'm even in the middle of tracking down Victor Berger's speech in the House of Representatives on the issue of whether or not he should be seated. He was a Socialist newspaper publisher who lost his second-class mailing license for telling people to resist the war. He got pissed off, so he ran for the 5th District of Wisconsin's seat, and won. Washington DC freaked out and hit him with charges under the Espionage Act, and the House voted that he not be allowed to take his seat 311-1. He made a speech just before the vote about how fear was gripping Congress and how the red scare was forcing them to make terrible decisions. I've only been able to find a couple quotes from the speech. So far as I can tell, it's never been digitized and published in its entirety on the internet. If I get my hands on it, I'm going to transcribe it and put it out there. I just put in requests at my college library yesterday for it, along with a 700 page book containing several of his speeches and I think his voting records.

I didn't see it that way because hard work doesn't create wealth for TJ, just exploitation. He even says "I've been busting my hump for days and I'm still a working class smoe working sticker to sticker". He doesn't become rich and powerful until he begins to exploit his classmates and use cheap immigrant labor to out compete everyone else.
