The splits are for his 120 record of 1:47:10, not Nero's 1:46:35 WR. If he keeps the same pace he had at Tiny Huge Island he'd finish 36 seconds ahead of the WR.

Apparently he was in the crouching animation when the star popped, so he had to wait so he didn't backflip off, but since Mario takes a bit to get out of the animation he didn't know how to respond and was thrown out of a loop.
