I don't really know the context of this photo, but it's saved on my computer as "juba0.jpg" so I presume it's from Iraq. I don't think it's Juba himself, though.

Google reverse search says it's Juba, for what it's worth.

You can get pretty close to the Casa Rosada (as you can see from the pictures, there is an entire park in front of it and it is very popular), and I'm pretty sure it has guided tours and all that.

Im from Argentina, and yes, i think there are guided tours. Actually, the Plaza de Mayo, which is the park in front of it, is usually the place where people gather up to protest.
