Part of the effect comes from the "open" tuning (in particular, open C). It lets him do a number of important things to achieve this sound. A) He can slap or strum open chords while playing the melody to cause a pseudo "drone", providing a constant foundation to play against and contrast, B) He can lay his fret hand as a bar across the strings in order to focus on intricate finger picking with his right hand (see 7:20 in your link), C) lots of interesting minor (and more exotic chords) are easy to hit with just a finger or two, and D) he can play the fretboard with both hands with ease (see 3:00 in yours), because hitting the first two strings at the same fret causes a major 5th (which is a very pleasant sounding chord).

It's a great song.

Thanks for the detail of what he's doing and how he's doing it. It's really cool to see a description of the thought/technique behind the song. I'm not really crazy about their other stuff, but it isn't outright bad (except compared to Ocean).
