Because Putin is still aware that the US is going dormant, but not vegetative. He wants us out of his sphere of influence, and knows our current political situation in the US is far from permanent. So if he fucks up too hard, he could infact revitalize the US in to a more active role in Europe. Putin plays a tough guy, but in reality he's a smart guy.

Years ago in GBS there was a thread where someone found a public database of security clearance request cases. No names or identifying information, just case numbers and summaries of the candidate and whether it was approved or rejected. Turns out you can have quite a history of drugs or sex crimes, but debt or dual-citizenship is basically a deal breaker.
