More likely, I think, is that when we hear Chinese military leadership talking like this, it's more meant to get the population to ratchet up the jingoism, to help maintain the military's importance within the political system.

While it's probably unreasonable to expect a head of state to necessarily be aware of the exact scheduling of a test flight of a fighter, the PLA is either too clueless to realize the diplomatic implications of such an action or is completely okay with pursuing a separate diplomatic policy than the rest of the Chinese government. Either conclusion is worrisome.
