Short answer yes. Reminder that the military isn't on anything like the short leash Western democracies keep theirs on, and pretty much has its own independent diplomatic policy.

I'm not really sure they're looking for a fight per se, but if you follow the money, the Chinese civilian leadership essentially gets enriched by healthy capitalist trade, while the PLA higher-ups are straight out of a Megadeth album

I think that even the military leadership is realistic about the likely outcome of conflict with the US/West. More likely, I think, is that when we hear Chinese military leadership talking like this, it's more meant to get the population to ratchet up the jingoism, to help maintain the military's importance within the political system.

Gates had a good bit in his memoirs about the incident where the Chinese just so happened to perform the first flight of the J-20 when he was visiting the country. He played it cool and during a meeting with Hu Jintao in front of a bunch of functionaries he asks something along the lines of "I've heard that your government has chosen my visit to perform the first flight of a new fighter aircraft. While it's probably unreasonable to expect a head of state to necessarily be aware of the exact scheduling of a test flight of a fighter, the PLA is either too clueless to realize the diplomatic implications of such an action or is completely okay with pursuing a separate diplomatic policy than the rest of the Chinese government.

Either conclusion is worrisome.
