Saddam's core security contingent IIRC was primarily Sunni and tied to him tribally, which helped greatly in terms of loyalty. He also dropped (relatively) shitloads of cash on them, and they were dedicated to maintaining his rule, not 'maintaining the peace', two very different notions with different associated methods. A whole lot of those dudes were killed in either the invasion itself, the Baathist purges of the early war, or the sectarian violence that followed, and most of that was a decade ago. Regardless, they'd almost certainly be not interested in or welcome in Maliki's sec forces.

Maliki didn't and couldn't build up the kinds of elite terror squads Hussein had, and basically just let his Shia goons get most of their benefits from messing with the local Sunni (including a lot of the groups we turned friendly in the surge/awakening, flipping them right back) with predictable results once they met credible resistance.

I was over in Asia when the Chinese war plan against the US made the news and it talked about how we rely too much on technology and they'd use EMP to cripple us.
