Are you asking if it's possible to move around weapon skills on the toolbar? The answer to that one is no, weapons have static 1-5 skills. If you're asking if it's possible to rebind skill keys, so for example you set Mouse 8 to fire off your first weapon skill, then yes, it's in the options menu under keybinds.
