Because he never left active duty. He hasn't been discharged because they're not sure whether he's going to be tried for desertion.

Look every contract is for 8 years minimum -some portion active and some reserve, no loving exceptions, and

'Active duty' does not mean he's actually doing any military stuff. If you're on med hold (because you're bonkers) you're active duty but that doesn't even necessarily mean you put on a uniform very much.

Edit: Well, here we go. All pay and allowances plus 50% of the worldwide average diem for POWs. MIAs also accrue a bunch of poo poo:
