Leader, not that it's much of a difference at this point. But all times are always given from the front so you need to do a bit of math if you want to know gaps between other groups.

cut-off time is in percentages if i recall correctly so it depends on how fast the other guys are going.

It's a percentage of the winner's time. The percentage is different for different kinds of stages (flat, mountain, time trial etc.) but I don't know them off the top of my head. Around 30 minutes sounds realistic.

I looked it up in the official rules, it depends on the assessed difficulty of the stage and the average speed at which the winner completed it. Assuming this is a medium difficulty stage, the relevant part would be:

10% between 38 km/h & 39 km/h;
11% between 39 km/h & 40 km/h;
12% between 40 km/h & 41 km/h;
13% between 41 km/h & 42 km/h;
14% between 42 km/h & 43 km/h;
15% between 43 km/h & 44 km/h

Sometimes, Ted King was kicked out last year on a TT after a heroic effort to try and finish the stage despite a huge crash
