he's 13:55 off the group ahead edit: cut-off time is in percentages if i recall correctly so it depends on how fast the other guys are going.

I looked it up in the official rules, it depends on the assessed difficulty of the stage and the average speed at which the winner completed it. Assuming this is a medium difficulty stage, the relevant part would be: 10% between 38 km/h & 39 km/h; 11% between 39 km/h & 40 km/h; 12% between 40 km/h & 41 km/h; 13% between 41 km/h & 42 km/h; 14% between 42 km/h & 43 km/h; 15% between 43 km/h & 44 km/h
