Probably this. Brave New World was all about making people "happy" and using genetics and peer pressure and subtle propaganda to make them do what you want. The 5% threads is necessary for all the autists who don't respond to hookers or drugs. Give them somewhere "anonymous" to complain on, where their every word is analysed by shrinks, and their IPs traced. It's for their own good, after all.
