His jungle is awful, don't do it. He's a perfectly good top laner with clearly recognizable weaknesses in both of his forms. Mini Gnar has durability problems and has below average range without the defenses of Mega Gnar. Mega Gnar is slow and has zero mobility aside his E, which has less range that E in Mini Mode, and is much easier to gank because of that. Jungling as Gnar requires Mega Form to be decent at ganking and its difficult to manage rage that spefically. He's even Fizz tier annoying as a midlaner.

Give Nautilus %hp damage on his hook and then make his shield do damage based on like 2% of his hp over 2 seconds. Even lategame that's only like an extra 80 damage over the duration which is totally reasonable. Naut is so fun to play but his lategame is so loving bad it's unblievable...
