Well, to me, it was implied that the Nazis found out about the clone farm because the cat was out of the bag. Clearly, the OSI knew about it. I mean, they cleaned up the mess. General Treister admonished Brock for keeping it secret from them. The Monarch's crew obviously found out about it. Gary (soon-to-be Two-Ton-Twenty-One) was aware of it, and not only is it established that he's often the last to know about things related to his job (on the order of being a decade or so behind the times), but he's also not so great about keeping secrets. Hell, if Gary wasn't the one who posted it on Guildlist, I'd be amazed. Once the Guild got hold of the info by way of the Monarch's crew, it was public knowledge to anyone involved in supervillainy.

I would imagine the guild got the info not long after the OSI did What with the OSI swarming with double agents and all. E: Were the Hitler guys even part of the Guild? It was Sphinx (SPHINX!) that dealt with them in the end, which would mean they weren't registered super villains. So maybe it was Gary and you can just IGNORE ME!
