I'm not sure whether I agree with that, since we have counter-examples in our world: Saudi Arabia and North Korea (which technically has been an absolutist monarchy for three generations). OTOH, there are prosperous monarchy-like places, like the Emirates, Qatar, Bahrain (the religious authoritarianism that exist in these places is IMHO unrelated to the government system). But I wonder if the success of these last ones is not much more related to their small sizes (or decentralization in the case of the Emirates), and the jurisdiction competition that small governments suffer.
