I don't think anyone is advocating to do nothing or saying that the market will iron things out.

As a Bitcoin Foundation member I don't want scammy, shady companies or ponzie companies to join.

But what EXACT procedure can I or another member suggest as a pull request to the bylaws?

I am not a fan of a non transparent system or something that takes tons of resources. What exactly would be a method that could be used?
