just look at stuff like katrina, when the infrastructure went down and the first line of response farted out, things got out of hand for a while, but it eventually normalised

a bunch of dudes want to stop sending 1040s? cool, the year after they're going to get their asses handed to them by the irs who eventually heard about their revenue by their employers. you only need to keep pressure on the employers to get large swathes of the fiscal info of your citizens, once you have that the rest can limp along
