Yes, only the part under the weatherstrip/rubber seal is a window that can wind down. My only knowledge of them though is from top gear USA which had one in a challenge (s3e03 in 2012 - it's on streetfire.net) to compete against a merkur xr4ti and a cadillac allante.

I have a 1.8T now at 190k and I also had the horrible 8V 2.0, which had w/160K when I sold it. I know about the sludging and general VW owner fukery. The car is bone stock so no VW teenager bullshit and at 200k it would have exploded already if sludge was a problem. The turbo was replaced...with a stock turbo. Almost sounds responsible. Any coil pack issues should be resolved as well. Should I anticipate HG failure in the future? Are the bearings good for that kind of mileage? But hey it's craigslist so I'm sure it's a huge pile despite my best predictions.
