Probably because it doesn't take much for the Wizard to seriously hurt someone if youre using the knee version. With the Boma Ye, Shinsuke's other leg is grounded and hes got a lot more control, so he can make it look like it has an impact without accidentally crushing someone's skull versus flying through the air and trusting your knee barely grazing the opponent's head. In any case, I did a quick look and apparently some people consider the Boma Ye a modified shining wizard so yeah.
