You can, but (with a few exceptions) the only replacement locations are cities or HQs in their home country so you'd put the replacements in Konigsburg and then move them SW.

Also note that since Czechoslovakia has been ceded to Germany it counts as part of Germany, which means that you can take replacements in Prague or on HQs in Czechoslovakia as well (this is mostly important with regards to the Polish Corridor and Alsace-Lorraine if you end up getting them ceded since Posen and Metz are useful replacement locations later on).

Stacking limits are only checked at the end of a segment or phase, so you can temporarily stack with them. Fortunately, the attrition will kill the unit before you have to resolve the overstack. Also note that the Kansu unit is also eligible for attrition losses once you've retreated onto it - that doesn't matter here, but if it were a one step unit retreating, there would be an extra attrition loss that you would be forced to take on the Kansu unit.

EDIT: I thought it was a two attrition result - since it's only one, a lot of what I said above doesn't apply and you'll have to kill something when stacking is checked

So, it doesn't really matter where I retreat to, attrition is going to kill him anyway.

Good point. I take 2 steps of attrition anyway, so that would kill the unit no matter what I do right? I'm just going to go to Tsingtao and then die quietly.

Nah, you only take one point of attrition, but you lose both steps because one to attrition and one due to an unresolved retreat.
