The only reason it is sometimes called a street circuit is because the public is free to drive around most of the track when an event isn't happening. I think the track also leads to a few buildings inside of the circuit that are not related to racing. You've basically described Albert Park too.

Yea Albert Park is able to be driven around but the front straight is so far removed from the regularly used part of Albert Park that it was basically deserted when I first went there. Naturally we parked our lovely Falcon hire car on the grid in P1 and thought we were clever. When you're choosing a greenfield track build instead of setting up a track in a developed area then you're just being an rear end in a top hat if you don't try to include some decent elevation - Mt Panorama should be a bare minimum IMO.
