Sky just answered this; Manor are officially entered so if they don't get on the track they'll be classified as 19th and 20th and eliminated (and will also DNQ since if they don't run they'll obviously not be in the 107%). Manor might have installed the latest Linux kernel by then though, we'll see!

Vettel announced he was leaving Red Bull for Ferrari at the end of last season. The Ferrari seat may have opened up because Alonso's people played a little too much hardball with Ferrari trying to get another contract, which let them sign Vettel and sent Alonso to McLaren.
