Pax Porfiriana? What’s that?

Pax Porfiriana – Latin for "The Porfirian Peace" – refers to the 33-year reign of dictator Porfirio Díaz, who ruled Mexico as an absolute dictatorship until toppled by the 1910 Revolution.

It’s also a knife fight of a boardgame from 2012 and I have been playing it non-stop for the last couple of weeks. It has an original scoring system, it’s pretty nasty for how innocent all of it looks, and you get to play as manly bearded historical figures who split their time toadying to Porfirio and plotting his downfall. It also has Mexican bandits, nationalization of companies and the worst manual known to man.

During the game, the players will have 4 chances of toppling Porfirio, the way of doing it depending on the political regimen at that moment. Maybe Porfirio is firmly in charge, and the player will peacefully succeed him after he gets ill if he’s Loyal enough. Or maybe Mexico is in a state of Anarchy, and the player with the biggest Revolutionary support will be the one to claim power.

In the end there are various roads to victory, and the job of the players is not only to amass political power, but also manufacture the situation where they can bring that power to bear.



So how does it play, exactly?

In short: during their turns the players will get assets from a central market in a Dutch Auction (stuff gets cheaper as time passes). These assets could range from money-generation Enterprises, Armies, Partners that give the players special skills, cards to shut down opposing assets, etc…

By playing the cards on their tableau, or by having sabotage cards played against them, the players accumulate 4 types of Victory Points: Loyalty (Porfirio’s favor), Revolution (influence over the downtrodden masses), Command (support from the army) and Outrage (sympathy from the USA). When a Topple card is played, the players compare the relevant VP totals, and if they surpass their rivals by a given margin, they win. For example, if Mexico is under Martial Law, the player with the biggest support in the army (Command points) will win, no matter who is the most Loyal to Porfirio at that point.

A fun part of this is that most of the ways of harming one player also give them victory points, so it’s a fine line to walk.

The most recent rules I can find are here. They are better than the official ones, but ask if you have any doubts, because without having the cards in front of you it’s still kinda difficult to visualize.

I hear the manual is politically charged

Yes it is. Objetivism and treating the indigenous people as nuisances at best and bandits at worst abound. Please don’t discuss politics in our Revolution game. Thanks.

Short rules explanation, by Tekopo.

Turn Order

1. Do 3 Actions: See below.

2. Discard Headline Cards in the 0 Market Column

3. Restore Market: Slide cards down and replace missing cards from the draw pile.

4. Take Income: 1 gold per cube of your colour on any card (from extorting, enterprises, connections and loyalist income).

Topple Procedure

When a Topple is purchased and played:
1. Choose to use topple bonus or not.
2. Starting with the player to the left of the purchaser:
a. Choose to flip Hacendado.
b. Choose to discard modifiers.
3. Diaz has 2 of current regime prestige + the prestige of the two players with the lowest prestige in that category.
4. Anyone who's prestige exceeds this value topples.
5. If multiple people topple, the one with highest money wins.

Actions
(3 actions per turn, 2 if jailed)

- Play card in hand: Pay the cost on the card, then play Orange cards on your own/opponent enterprise, Black cards on yourself/opponents, Enterprises/Partners within your card plateau, Troops either on your/opponent enterprise (pay cost depending on method of transportation) or on your Hacendado as private army (only if Hacendado committed, requires specific colour, pay cost depending on transportation icon).

- Buy Market card (2nd buy expends two actions instead of 1): If Headline, play either for event or Status Quo, if Topple, perform topple procedure, anything else goes in hand. Hand limit is 5, card buys can't exceed this limit.

- Buy and play public card: Pay the cost and immediately place public card on your tableau.

- Sell card: Receive number of coins equal to current economy.

- Redeploy troop card: Pay cost to move Troops or redeploy in place. Deploying/redeploying removes unrest equal to firepower of the unit. Redeploying in place has no gold cost and removes unrest.

- Buy land (costs 2 actions): Pay gold equal to the number of cubes on the ranch/plantation to place an additional cube.

- Police: Spend 3 money to remove 1 disc of unrest from an enterprise or get out of jail. You can also remove 1 disc of Unrest paying 0 gold if there are troops in the enterprise, friendly or not.

- Speculate: Place a cube on a card in the market: if card is bought by an opponent, opponent pays you rather than the bank.
