I mean I get the concern but lol In my (limited) experience anyplace I've seen that has a dogge fee generally also has cat fees, although most apartments also have maximum dog sizes (obviously something you don't have to worry about with cats.)

I once lived in a place that outright banned all dogges but you were pretty much allowed as many cats as you wanted. It burned down like two years ago lol

One place had a fee just for dogges cats were ok another it was $25/month for cats and $50 for dogges Of all the places in the US too there's so many around here. Dumb as gently caress. And yeah most have a lot of stipulations as far as weight, breed, etc. Even outside of the expensive lovely fancy apartments Even the place I'm crossing my fingers for needs approval and of course no "aggressive" breeds. Which isn't a big deal because I'd just send them the adoption link but yeah I guess I'm just baffled because there's just SO many dogges here. Even in the city where people are living 5-20 stories high. Some of them even have Great Danes and poo poo. So when an ok place pops up that accepts dogges a million people are applying. We ended up settling on a place that had an up front fee (still non-refundable, like every other place we looked at) but it was cheaper in total than the monthly fee. One of these days I'm going to get that picture of my dog with his crazy-face, but I'm always so slow with the camera that I always miss it.

You may have better luck with an individual landlord (ie someone renting out their condo/house) who's open to dogges, though depending on your area they may be harder to find for the type of unit you're looking at. They usually just want to see the dogge and the owner and then it's fine. It helps if the unit isn't carpeted. They're also less likely to attempt stiffing you on fees or stealing your deposit
