Yeah I know they have the physical capability, but they decided to do DS virtual console on Wii U instead of 3DS for whatever reason and I don't see them changing their minds about that.

Yeah but the hardware is different and people worked out how to get Wii ISOs running on Wii U very quickly, whereas I don't think anyone ever worked out a way to get the DSi to run DS ROMs from the NAND and the file structures of DS and DSiWare games are different and I don't think anyone worked out a simple way to convert one to the other, so it seems likely that JP Days of Ruin is something of an official DSiWare port and not just a Wii-style ROM dump.

Reviews are going up for Runbow and they're almost all very positive (fun concept, nice presentation, good array of different modes, decent single-player content, supports all your controllers), with the only real criticism being a few complaints of frame-skipping.
