Generally yes. Otherwise you have to wait for STeam's normal maintenance time.

At the very least resource gains are different. The Gamescom trailer shows a few FOBs that have like a B ranking for all resources and others that have S rankings but just for 3 resources and things like that.

Almost certainly not. The assumption is save data import needs to be done through the save upload feature. No GZ, no save upload.

Is there a list of stuff that Ground Zero gives you out? I am seriously done trying to play the Extra OPs in that game, as they are just tedious and have a checkpoint system that doesn't work right. I want to know which stuff are actually worth getting, as I am not trying Eliminate the Renegade Ops again when the game randomly teleports the knocked out guy to the other side of the map when I get caught.

IIRC It's the prisoners you can rescue from each map, as well as some cosmetic bonuses if you S-rank everything.
