You see this kind of thing all the time; there's almost certainly another panel next to it using the same scale that does have some action. It could actually be more misleading, in that context, to use a more zoomed in Y axis for this panel.

I've seen a similar graph but expanded with future projections, including a second hole marking the :byodood: MUSLIM DARK AGES :byodood: and then after that exponential scientific growth caused the singularity.
