iirc the only time when apns "doesn't work" is when you post content-available payload and your phone is low on battery/on lovely network and iOS decides that it'd waste more power than it's worth to wake up your app. normal push alerts always get shown by iOS though.

they're not good at making apps but they are better at gathering data which is why it was a mistake for apple to stop using google's data for the maps app and people died as a result

apple maps is pretty excellent, but it's ridiculous that i have to dismiss modal prompts when i'm loving out driving with the app open. c'mon apple

ok i checked with the ios hangouts team. it has the voip designation because it's a voip app that does real time calls which i should have mentioned immediately lol. it also sleeps until it gets an apns message though it used to do other things in the background before. so, yeah, i dunno what you were expecting.
