 I forgot to post this from a while ago. Two people dropped in the middle of the cutscenes for the end of Pac, so they just got replaced by generic NPCs. Sorry zigmidge and someone who was probably subx.

GTA Voice chat seems to be fine for the most part, but when I play with goons I mainly play in party chat for when I or someone else enevitably gets disconnected from the session.

It's been horrible since Forza 5. But now in 6, Half the time you can't hear 80% of the lobby (good for pubbies, bad for goon races) and then it switches you who can hear at any given time during a race / pre-race lobby. I just didn't know if this was a Forza problem or a Live problem across multiple games.
