That or they're all living together in a dorm, in which case, it's still 2 or 3 and the rest of the characters ship/heckle the couples. Generally, harem just means there's a large imbalance of one gender over the other though. Course, this also means certain series technically qualify under the harem label that you normally wouldn't think of as a harem, like say Haruhi. Ah My Goddess, despite being a trendsetter for harem stuff, ended up not being very harem-like at all beyond living with 3 goddesses, and they're constantly visited by a bunch of other goddesses.
