A Note on .ini's:
There are now three files: Fallout4Custom.ini, Fallout4Prefs.ini and Fallout4.ini
From my understanding Fallout4.ini loads first, then Fallout4Prefs.ini is applied for generic settings like video settings, and finally Fallout4Custom.ini is applied for custom user settings.
This means that Fallout4Custom.ini should be the only .ini you need to edit (although Fallout4Prefs probably works just as well)

Disable mouse acceleration:
In the [Controls] section add/change this line:

This video shows updates to Ambient Occlusion and Indirect Lighting from the May 23rd 2016 update of ENB.
ENB
ENB is less necessary than it was for Skyrim, but this program will still add tweaks and fixes to Fallout 4's rendering system.
Reshade
If you want to change the visual look of the game, search on the nexus for a reshade preset.
Reshade is a generic program that intercepts Direct3d calls to alter the renderer.
*ENB and ReShade work fine together*


Shadow Boost
The author of ENB noticed that shadow rendering was the biggest hitch in the rendering pipeline, so this mod was offshot from ENB.
There are a few settings in ShadowBoost.ini that will adjust shadows if your fps falls below a certain number.
ENBoost
This is simply an .ini for ENB to use, presumably so systems with more RAM/VRAM can force to game to use larger memory pools, ideally to avoid HDD/SDD bottlenecking performance.


Weapon Balance Overhaul
Makes pipeweapons more useful later on, balances all weapons away from the combat rifle being the most useful. Increased power of uniques.
More Realistic Stealth and Sneaking
I increased stealth durations for a more realistic feel. You need to use this and tell your friends on the nexus how cool it is.

The Traits and More Perks mod adds a number of new Traits and a few new Perks into the game. Because the standard perk menu (the Vault Boy chart) precludes adding new perks/traits, the new Perks are accessible by constructing a special item at a Chemistry Station, then using the item on your character to add the Perk. New Traits are handled through a custom menu and can be added to a character at any time. Many Traits/Perks are directly inspired by previous Fallout titles, but quite a few are original creations. Also included is an option remove all traits, so if you want to re-spec your character build or want to uninstall the mod, it's only a few clicks away.

Side note: I did end up submitting Traits and More Perks to that Nvidia modding contest. It lost out to a "pew pew" sound replacer and a Portal 2 joke item. I have no comment.

AWCKR should definitely be included, as it ties together a bunch of different weapon mods and enables weapon mods built to be compatible with it to be crafted.

Besides that, here's a list of my mods that I've written:

Carry Weight Modifications: Lets you set a base carry weight, which is essentially the same thing as using modav carryweight. What's more interesting is that this mod also lets you set carry weight per strength level, so you can customize how much strength you want to gain per level up.

Craftable Guns and Weapons: As it says on the tin, puts in a crafting station that lets you craft, well, guns and weapons. There are a number of other mods that do the same thing, several of which are more complete, namely Crafting Workbenches. Crafting Workbenches is certainly more expansive than my version, though I will say that I was the first person to figure out how to setup weapon crafting for fallout 4. Nonetheless, if you want a more minimalist setup, Craftable Guns and Weapons is the way to go. If you want lots of options, go for Crafting Workbenches.

Create Your Own Difficulty Rebalance: A surprisingly essential mod for lots of people, this lets you customize the damage multiplier for both you and for enemies. If you find you're dying too quickly or tanking too much, this mod is for you. Same goes if you're annoyed by enemy damage sponginess, or think you're cutting through raiders too quickly. This mod allows you to fine tune exactly how much damage you deal and how much damage you take.

Customize Legendary Enemy Spawning: A slightly finnicky mod, this lets you customize the rarity and spawn chance for legendary enemies, as well as, optionally, disabling randomly spawned legendary enemies altogether. Read the description as it goes into more detail, but basically it lets you determine both the pool of potentially legendary enemies as well as the chance those enemies will spawn as legendary. If you want nearly every enemy to be legendary, or none at all, download away.

Customize Power Armor and Jetpack Drain: I really loathe fusion core management, so I made this mod that lets you eliminate/reduce (or increase) the amount Power Armor and Jetpack use drains the fusion core.

Easy Lockpicking: Sets the sweet spot to be the entire lockpick bar, so turn right and it opens. You still need the perks however.

No Fall Damage: Do I need to explain this one?

Unbreakable Power Armor: ibid. Your power armor durability never decreases. Doesn't apply to companions since doing so causes some facial bugs.

Iron Rose's Weapon Balance Overhaul: Probably the mod I've spent the most time and effort on, if you exclude the time spent figuring out how to implement weapon crafting in the days before FO4Edit came out. A complete overhaul of all the weapons and most of the attachments in the game, the design principle I work to is making sure every weapon in the game is good at something, and that they are balanced relative to one another. The result of this is that almost every weapon in the game is stronger, because I wanted to make sure they had at least one area in which they excelled. I hated how quickly pipe weapons became obsolete and how the combat rifle was basically the best thing to use in every situation, so now if you have a favourite weapon, you don't have to feel like you're screwing yourself over.

Unleveled World for those who aren't a fan of the Oblivion style leveling the game has with some NPC.

Annoyed at the perfect operation condition of firearms? Weapon Jams adds a slight chance of jamming on older/improvised firearms based on weapon mods as well as some stat stuff. Nothing else, no older Fallout style conditioning. Go crazy.

If you loving hate pipeguns and want them to be utterly replaced from the game YonaTaku's DefenseGun Replacer for Pipe Weaponry basically does this using the DefenseGun mod which switches all Pipe Weaponry in the game for the randomised single shot, semi and automatic WW1/WW2 style SMGs.

Want more over the top gibs when bursting some poor sad bastards skull? Gibs of Glory makes head shots a lot more messy.

Wasteland Cannibals FX is a effects mod for those players who like to eat the bodies of their fallen enemies in more grisly detail.

Add's the Bioshock option to eat food you find in the open straight from the ground you dirty gits.

Weight Overhaul tweaks the object weight system to something like real life. Tiny items like spoons and cigar boxes have very low values compared to bigger and bulkier objects.

Lore Friendly Backpacks adds a selection of small, medium and large backpacks that can be bought or looted from NPC based on existing in game models.

Do you feel that radiation poisoning isn't deadly enough or miss how the older games did it and feel like your vanilla or survival game needs some edge? Classic Radiation Poisoning adds to the current system what you feel was missing and now you can learn to fear and hate the rad geiger counter sound all over again.

Ever felt stupid you couldn't wear hats with gas masks? well now you can put things on your masked head with gas masks with helmets for that ultra prepared bad rear end wastelander look.

Restore Power Armor Frame gives you the option to loot and use the frame from deceased power armor wearing NPC.

The Ghoul Mask from Fallout 3 returns! rad protection and once more you can be friends with Ferals!

Annoyed you got Radiant quests in Nuka World telling you to go back to the Commonwealth and the same thing sending you back to the DLC in the Commonwealth? well this mod Keep Commonwealth Radiant quests within the Commonwealth ensures those radiant quests in the regions you pick them up in are IN the region. No more lovely back and forth fast travel!

Silent Protaginist is the latest in a series of mods designed around surgically removing and muting all the voiced single player character stuff that is the bane to anyone who wants to replay boring vaguely concerned but aimless parent. It is an improvement apparently on the mods dedicated to this feature before hand but requires several other mods to work with it. Check it out if you've never tried this before or want something more stable than the one you've used previously.

Ever felt bad for the Railroad and wanted to spare them from doom in the storyline while working for the Institute? well with this mod that is now possible. Spare the Railroad now.

For the one guy who wants to spare the Railroad whilst rolling with the Brotherhood now you can!

Get Out Of My Way Perk adds an interesting Perk with upgrades that physically pushes NPC's away from you. It can transform into a mildly passive feature to the final upgrade which is useful with loving with enemy NPC's in combat.

A modder is finally working on restoring Combat Zone to that interactive fighting arena it was obviously going to be rather than a wet fart one stop NPC kill pit where you find Kate.

Subways Of The Commonwealth adds a series of populated subways under the Commonwealth like the DC Metro of Fallout 3. Good for those who want to do a fast travel free run.

1st to 3rd Person Reload bug fix apparently this is a recent problem for those who switch between views whilst in combat.

More lore friendly clothing a modder decided to make a concept art outfit from the art book into the thing, the Wasteland Wayfarers Rags outfit look pretty drat good for just well rags. Female characters only.

Somebody reskinned the Vault Security armor to more look more durable in line with the military combat armour than the sports protection look it has in the vanilla game.

Clothing Of The Commonwealth MegaPack basically adds all of this modders stylised but canon friendly clothing packs to the game all at once.

Wasteland Ranger is more or less pretty much as bad rear end commando outfit for unisex players who enjoy the simple pleasure of roleplaying a bad rear end commando character. Nothing to do with the NCR Rangers.

This one is interesting, if anyone has ever wanted a Tailor Maid style mix and match outfit parts to make a unique look for their character FCO-Fully Customizable Outfits Reloaded is for you. It is even vanilla character model friendly now!

The Freeboter is a male only outfit based on a play style and roleplaying, it is light and made to help with stealth and melee focused characters.

Atom Girl Outfit is a female only outfit that comes with a specfic set of upgrades based on roleplaying, in this case explosives and and scavving.

Evil Detective Synth outfit gives female characters a rather grubby looking outfit and a crude synthetic looking arm.

zzjay's attire adds a bunch of stylised clothing for female characters, ymmv for some people but the option is there!

Thought that the tophat you get from Nuka World looks like poo poo because of the rushed textures? This guy agrees with you and retextures Oswald's tophat to look less like half assed Fallout 3/NV modder garbage and into something that looks good.

Scope Blur. You now have proper scopes, might as well upgrade the 1st person visual effects whilst using them right?

Alternative magazine covers is basically a mod that replaces the more over the top, "childish" (poor wording modder dude) and photoshop filtered style art covers of some of the magazines with images that fit the retro fifties setting of the game. The original images are placed on the back for those who are a little more thick skinned when it comes to such things but the replacements do look quite nice.

Another hide your helmet when talking to dudes mod, I think this one does all the work putting it back on when your done with the conversation too.

Quiter Deathclaw Footsteps mutes the booming HULK SMASH approaching sounds of Deathclaws so they now can actually get the jump on you!

Bothered that the Marine combat armor have no neck guard and fear for your characters fat exposed neck flesh? there is a mod for that. Marine Armor Helmet Neck Cover is pretty self explainatory.

Ever bugged you that pistol rounds and rifle rounds leave the same bullet holes? oh you sperg you! luckily, somebody else is bothered by the fact and with PistolBangs which sounds hilariously dirty at last you can be secure in the knowlege that no hole is like another in the Wasterland ever again.

For gun spergs, sad that all rounds, clips and magazines just vanish when your done with them? well, with this mod now you can truly litter the wasteland with more than just the dead bodies of your foes.

Know that unique raider Power Armor variant you got from Nuka World at the start? somebody has made a mod that enables the torch on the shoulder of it to work!

Next, for those who really dislike the Pipboy light and have always wanted to mount a tactical light or lights all over you or Strongs bulky green frame now at last you have the chance with the Tactical Flashlight Mod. Bonus points if you also go in with a light on your gun!

One mod deals with the clothing giving him the proper Noir Detective look back the other removes the facial hair. Now he looks like the Mysterious Stranger we all know once more.

Ever felt like shrugging and just giving some random NPC the bird? well now you can, if you don't have any grenades equipped that is. Sadly only works in first person and is only a single hand. But go nuts.

Chiptunes Casettles just adds a bunch of Chiptune style Techno music for you to listen to with the pipboy casette mechanic whilst hanging out in the Wastes.

Finally a modders resource for the handful of goons modding this game still, how about some extra fronts for the game notes?

Anyone else having WOTC crash to desktop at random times? I can't list all my mods but most of them are low-impact texture updates and the Better Settler Suite.

It only happens with WOTC spawns above 0. Installed and spawns set to zero in the PIP menu doesn't crash.

AWCKR should definitely be included, as it ties together a bunch of different weapon mods and enables weapon mods built to be compatible with it to be crafted.

Besides that, here's a list of my mods that I've written:

Carry Weight Modifications: Lets you set a base carry weight, which is essentially the same thing as using modav carryweight. What's more interesting is that this mod also lets you set carry weight per strength level, so you can customize how much strength you want to gain per level up.

Craftable Guns and Weapons: As it says on the tin, puts in a crafting station that lets you craft, well, guns and weapons. There are a number of other mods that do the same thing, several of which are more complete, namely Crafting Workbenches. Crafting Workbenches is certainly more expansive than my version, though I will say that I was the first person to figure out how to setup weapon crafting for fallout 4. Nonetheless, if you want a more minimalist setup, Craftable Guns and Weapons is the way to go. If you want lots of options, go for Crafting Workbenches.

Create Your Own Difficulty Rebalance: A surprisingly essential mod for lots of people, this lets you customize the damage multiplier for both you and for enemies. If you find you're dying too quickly or tanking too much, this mod is for you. Same goes if you're annoyed by enemy damage sponginess, or think you're cutting through raiders too quickly. This mod allows you to fine tune exactly how much damage you deal and how much damage you take.

Customize Legendary Enemy Spawning: A slightly finnicky mod, this lets you customize the rarity and spawn chance for legendary enemies, as well as, optionally, disabling randomly spawned legendary enemies altogether. Read the description as it goes into more detail, but basically it lets you determine both the pool of potentially legendary enemies as well as the chance those enemies will spawn as legendary. If you want nearly every enemy to be legendary, or none at all, download away.

Customize Power Armor and Jetpack Drain: I really loathe fusion core management, so I made this mod that lets you eliminate/reduce (or increase) the amount Power Armor and Jetpack use drains the fusion core.

Easy Lockpicking: Sets the sweet spot to be the entire lockpick bar, so turn right and it opens. You still need the perks however.

No Fall Damage: Do I need to explain this one?

Unbreakable Power Armor: ibid. Your power armor durability never decreases. Doesn't apply to companions since doing so causes some facial bugs.

Weapon Balance Overhaul: Probably the mod I've spent the most time and effort on, if you exclude the time spent figuring out how to implement weapon crafting in the days before FO4Edit came out. A complete overhaul of all the weapons and most of the attachments in the game, the design principle I work to is making sure every weapon in the game is good at something, and that they are balanced relative to one another. The result of this is that almost every weapon in the game is stronger, because I wanted to make sure they had at least one area in which they excelled. I hated how quickly pipe weapons became obsolete and how the combat rifle was basically the best thing to use in every situation, so now if you have a favourite weapon, you don't have to feel like you're screwing yourself over.

AWCKR is pretty much mandatory for both the assets and the fact half the time with new weapons they don't know how to add them to NPC spawn list.

Oh drat, I forgot a really useful one from my list which basically prevents friendlies from getting mad at you when you land near them in your power armour.

Would you like to hunt Deathclaws that have mutated in macho man randy savage in a power armour frame which is also a gorilla suit whilst hitting them with a melee weapon of the main characters baby? if so, you've come to the right thread. Those are all possible mods.

Also, I discovered something neat. A big mod team is doing a huge expansion sized total conversion mod based on the Khan's from New Vegas settling in Wyoming. Looks pretty drat promising so far.

I do hope when he's got time he can put the majority of the stuff on that list, I grit my teeth and basically cruised through the top 3000 mods on the Nexus in one long rear end go for a few hours. Was worth it though, found some great gems. A decent amount of lore friendly practical stuff, gameplay fixess and a few new toys that can make a new game seem like a pretty new game.

Also, I am pumped for the mod a goon is working on that overhauls the Perks of the game.

I really like wotc but it makes my game stutter a fair bit with all the extra NPCs spawning.

On the other hand it inspired me to do a heavy weapon build because of how many dudes can spawn in groups. They blow up real nice.

Yes I wanted to like this mod, but I simply cannot be adding mods that add crashes, or I will go crazy.

A mod like Levelled Spawns on the other hand, is harmless to add as it adds some well-thought-out-spawn without using an bloated scripting system that spawns too many enemies.

Does anyone have any experience with More Spawns?

edit: Also, on the topic of general mods, if you're going to recommend snap and build and Homemaker (which as of Monday at least completely overwrites the menus such that you can't access anything added in far harbor), you should really include Settlement Keywords Expanded:

It puts all of the misc add-on settlement stuff into their own menu namespace so nothing ever overwrites anything that Bethesda might add in. S&B has a SKE patch, SKE itself has one for Homemaker.

I havent tried snap n build and homemaker, I was going thru the old links. This is why I was afraid to add mods I havent used, but bug reports are good. Is snap n build funky too?

Which mod would you say has the best implementation of shutting Preston up? Something that deals with all his radiant quests. There's a few on the nexus but I can't make heads nor tails of them.

I've been trying this mod called "We Are The Minutemen", which does a few things to the Minutemen faction:

1) Adds some more templates to the minutemen that you find in random encounters. Some will have heavier armor/better weapons. It seems tied to the number/size of your settlements too.

2) Lets you "Craft" minutemen at the citadel so you can deploy them at settlements as guards.

3) Gives them uniforms, instead of the dirty patchy outfit they have nice blue military style (civil war, I think?) uniforms.

4) Implements a cooldown timer on minutemen quests. You can only do 1 at a time, and the game won't immediately assign you another one as you turn them in.

I'm pretty satisfied with it so far. It toned things down so it's not so crazy, without completely disabling it like many of the other mods do.

I took outfits from Commonwealth Survivalist Gear, Femshepping one and two (females only, male NPCs will default to something else), and Elianora and applied them to wastelanders, settlers, raiders, gunners and caravan guards. You'll need to download the original clothes packs for any of them to work. There are three separate .esps in the download, one for each, but to use all three together you need the merged patch in the download, placed below the other three in your load order.

Caveat: I have no idea if one guy's merged patch will work for someone else. It might not, it all depends on form ID numbering. I googled the question but turned up nothing either way. I think the worst that could happen is that you just won't see all three clothes packs showing up at the same time.

It does - that's how all compatibility patches are made. I mean you probably aren't using the "merge plugin" feature for just two or three compatible mods, but all a merged patch does is manage record conflicts automatically.
