Whenever someone says "as per usual", assuming its being used correctly, they mean that the reason they are performing the referenced action because said action is the normal behavior or response to another action. It doesn't mean that they are doing it simply "because".

i work with lots of indian folks. it's really common to hear them say "today morning" instead of "this morning" (which is apparently some sort of mother tongue influence) and "do the needful" (no idea where this comes from) from them. doesn't bother me just something i've observed
