1) Insecurity. Anybody who is secure in their ways will basically have an "whatever makes you happy" attitude to gayness
2) sense of "entitlement" in terms of "I bought this game to do whatever I want in my fantasy world, and I have a very precise idea what that means, and it does not include items 1 to 56, because MUH IMMERSHUN!" And item 10 on that list happens to be "gays"

Coincidentally, 2 is also why the spergs currently fuel this dumpster fire, because Roberts is making them believe the game will be EXACTLY what they want. Those who realize it won't be... feel grief.

Sexuality alone does not add anything to the story, but Bioware likes to tack it on anyway without bothering to introduce the partner as another in-game character or backstory. I'm mostly talking Dragon Age 2 and 3 here. Mass Effect probably had GLB characters too, but I don't remember or didn't notice. The fact that I didn't notice means the writer did their job well.

So the overall impression I get is: "Wow, that sure was a lot of work smashing all those Orc skulls. Sure must be hard being the chosen one and all. Maybe we need to overthrow the king and murder his kids to get things done around here. Also I'm gay." It's jarring and seems out of character. Why bring it up? They want to make sure the Player gets to romance someone. Which is probably the root of the issue.

A lot of these characters are expected to romance the PC (all cringe inducing PC-NPC romance aside), which introduces a lot of practicality problems. But rather that just make the dialog mostly generic and let anyone romance anyone else Bioware chooses to clearly define which NPCs are LGB with a couple throw-away lines.

Scifi/Fantasy works out best slipping social issues as a parable. Where the writer uses a fantasy people to represent a real-world persecuted group. Bioware is overly overt on the topic, which isn't wrong per se, but it seems inconsistent when their medieval setting. I know a lot of people are really happy that Bioware treats being GLBT as interesting as being left-handed, but their execution is sloppy at best.

Haven't played many Bioware games, but from what I remember: KotOR didn't have gay characters (don't know if that's a choice by them or a condition of the license). Mass Effect 1's two human romance options were straight, although either gender could romance the blue alien chick. Mass Effect 2 had a few lesbian options. If I was a cynic, I'd say it's because of a fear that the average gamer might find two men going at it distasteful, but would be fine with two women making the beast with two clits. And I am a cynic, so that's what I think.

ME1's options were straight, excepting the two spots where you can uh "romance" the asari (one consort, one party member) with Shephards of either sex.

ME2's options were straight Sheps & lesbian/bisexual lady Sheps. I thought male Shepards could romance Thane (the green alien bro), but apparently I was misremembering this because the wiki says he's an option only for ladies. (Disclosure: I totally hated romance in ME2, somehow my Shepard got date-raped by Jack and it was the worst. I don't know how I blundered into an affair with the skinhead option.) Anyway, I'm pretty sure your cynical take is the correct take.

Actually, I feel the issue is that most people that would actually care about a LGBT option would look at what Bioware was offering and see them throwing something in at the last minute, relatively speaking, just so they can pull a CIG, pat themselves on the back and say "Look how progressive we are!" basically cheapening the thing right down the line.
